I really wish this was more user friendly. So here's what I did:

1. Went to addons central and downloaded a skin
2. went to programs folder, to downloaded skin
3. it only had a default file and a skin.bin file
4. i placed the icons there as well as in an images folder i created. I wasn't sure about this but all the readme's sounded like there should be more in the folders
5. deleted the skin.bin
6. exited ootp
7. launched ootp in admin mode
8. the skin that loaded was one of the other ones i downloaded
9. attempted to change to the skin with the custom icons
10. ootp goes black
