The post-deadline version is a Quick Start because it was created by someone, and in order to share what they did with others, they had to make it a Quick Start. They didn't have to include all the leagues around the world, but they did -- However, you could delete those leagues, if you want.
There's no limitation to the # of seasons you can play in a Quick Start -- It functions the same way as any other OOTP league.
