You really won't be able to do that, as the two scales are not the same.
OOTP doesn't use the same 20 to 80 scale that scouts use. In OOTP, 30-40 is an average MLB player, while 50 or so is a borderline star.
Irl 50 is an average player and 60+ a star. 40 or under is non-MLB quality.
Unlike rl scouts, OOTP also uses a relative, comparative scale for the overall rankings, so moving guys' overall ratings up will automatically result in other guys' overalls moving down. There's only so much space at each given overall ranking, and even if you rated literally everyone in the whole roster set higher it wouldn't result in getting higher overall rankings leaguewide, at least as soon as you ran a re-scout.
