Releasing Player question

I tried searching for this info but didn't really find anything conclusive. Looking for help figuring out my best option!

I over paid two years ago for a SP who was really a MR. I'm currently paying him 19Mil a year. For 4 more years. And he's just filling a garbage spot in the rotation. Worst yet, he's taking something like a 1/4 of my budget since my payroll has shrunk from a couple bad seasons. That brings me to my question.

When could I/should I cut this player?

I know i'm going to be on the hook for the money, but would cutting him now before the season ends help me get ANY budget space back for the next year? Right now I have $0 for free agent spending but a lot of room in money for extensions. Should I cut him now, cut him after I receive next year's budget information (in the off season), or just let him eat innings until he's entirely useless? He has pitched 100 innings this year and gotten 1.6WAR, 3w/8L, and a 6.54 ERA.

This one bad decision is sinking my entire team. I can't do this for 4 more years. Help! NOTE This is technically OOTP15, if that changes how OOTP works, but I think 15/16's financials work basically the same for this.
