I went to the top tab, highlighted in red under League.
The Trade Frequency tab is found highlighted also in the League Details section.
This is on the first date of the game (no days have been advanced). I don't know if it's available after that, but I would assume it would be, since only the Info section is invisible except on the 1st of July.
