Hi!

I am playing a solo fictional Major League. I am not using the amateur draft - all rookies are free agents. The odd thing is, when I sign these 18 year-olds to a minor league contract with a signing bonus, they are eligible for the Rule 5 draft, despite the fact they do not meet the criteria set in the OOTP manual. Are these rookies supposed to be eligible for the draft or is it a glitch in the game? If it is a glitch, is there any way to fix it?
