I'm going from OOTP10 to 16 and want to add my own fictional nation and cities. I know I can do this by editing the world_defualt.xml file but the manual says I can also do it through the world explorer. It's supposed to be in the manager menu but I can't see it there or anywhere else.

Does it still exist? I am in commissioner mode too.
