I am puzzled that frequently OSA scouting reports seem absolutely opposite of the ratings and potentials. Players with 80 potential are described as "career minor leaguers," and two players with identical current/potential ratings and nearly identical individual ratings are described very differently. Contact ratings and contact scouting remarks seem often at odds.
For trades, the AI seems to go with OSA scouting reports rather than numerical ratings, but I might be wrong about that.
For trades, I have been relying on the mix of ratings far more than on OSA. Is this a bad practice?

The OSA is very poorly funded - I believe there is such comment in the game manual. I would not recommend you listen to the OSA. The best way to judge a player imho is from their statistical history.
In my online league I use my scout (i have a great one), and stats.
