i always thought that way, too. but in the setting it mentions the AI eval is only for overall. the individual ratings like eye/patience are not influenced by stats and are innaccurate according to your scouting settings.
the AI eval will definitely lower the overall if you weigh stats heavily and they have a bad year. i'd guess overall is a pretty important factor in most AI decisions, so even though it doesn't show a power drop the bad year could have a significant impact on things.
