If you started with A New Historical Game, the game continues on from whatever year you started out. I've only started my leagues in 1901, and it's worked perfectly. The years just keep going on. I think the same is true even if you start with a different year.
Don't know the answer to creating your own expansion team within a standard league, as I've never tried that. Someone with a lot more experience will have to tell you how to do that, though i believe it's within the scope of the game to be done.
