This photo of Jim Jones is from the Sep. 23,1979 issue of The Pantagraph of Bloomington, Illinois. The accompanying article mentions that this Jim Jones "got his chance to umpire in the major leagues during the strike early this season...." The article also describes him as the "top baseball umpire in Central Illinois."
