Trust me, it might feel like that now, but the amount of hours you're likely to be playing in this game, any music they could possibly add would get super repetitive, super fast.
Same reason basically no sports sim ever in history has had menu music, and the one example I can think of got rid of it pretty quickly.
Usually, I'll be listening to my own music, or watching Youtube/TV shows anyway while playing, I'm sure many people are the same.
