Is there a way to activate ootp17 on a laptop with no internet access?

I have another laptop that I can purchase the game on, but I really want it on my work laptop, but unfortunately my admin account does not have Internet access so once it's installed I will not be able to activate it.

I found a process to do offline activation for ootp 16 and earlier but it doesn't seem to apply to 17.
