I think that Topps Vault KA 264 is Frank Wills. The eyebrows, mustache, ears, and dimple in chin all line up. His surname also fits well into the alphabetical scheme surrounding the number.

The Topps Vault image was reversed. I've "un-reversed" it for purposes of photo comparisons.
