Figured this out. At least I can recreate the challenge and fix it.

When minor league reserve rosters are hidden (which seems to be a new default) the PCL active rosters remain empty. If you unhide the reserve rosters players magically appear.

Unhiding a single reserve roster on any team unhides them all at every level.

Part 2 of this is to check and see if the players are the correct ones. But it's a start.
