When minor league reserve rosters are hidden (which seems to be a new default) the PCL active rosters remain empty. If you unhide the reserve rosters players magically appear.
Unhiding a single reserve roster on any team unhides them all at every level.
Part 2 of this is to check and see if the players are the correct ones. But it's a start.

I'm still not getting the results you are, but I have managed to get more PCL teams with players. I was able to get it where all but 2 PCL teams have players. By 1923, all teams have players. Like you said, I'm not sure if the players are on the right teams, but at least progress is being made.
