I had this problem when 17 first came out and the only way I could fix it was to uninstall the game and start over. I had imported my v16 league over and something went wrong so any game I started would not have any AI trades. This may not be the same thing but you could try uninstalling the game (unlicense first) and reinstall. You will also want to move any of your saved games to a different location if you are attached to them.
I wasn't ever able to load up one of the saved games as it appears they were all corrupted but I was able to make a template. I spent almost an entire weekend in March messing with this and this was the only way I could make it work. The developers may be able to look at your file and fix it another way so you could wait. It appears that it actually had something to do with my save file. Once I did the re-install, a generic league worked fine but when I moved my saved game back to the clean folder and restarted it, I could no longer get trades to work even if I started another fresh league. I eventually had to delete and re-install again this morning. I was able to create a template of the jacked up file and use that without issue so at least I was able to use the structure with the setup I wanted without having to do that over.
