Well, time for me to eat some crow. When I got home today, I started another 1919 league with historical minors. This time instead of turning off the 40 man roster, I left it in enabled and turned off the rule 5 draft. I also disabled option years and the right to refuse minors.
I then simmed ahead to the 1921 preseason. You guessed it, my PCL had players. Not at all perfect as around 3 teams only had 2 or 3, but they did have players. Simmed till 1922 and things were even better. By 1923 every team was full. So, it was a me deal. It looks like the 40 man roster rule is required. Again, it's not perfect, but a lot more acceptable.
So, I apologize for all my gas. Like I say, it's not perfect, but I think it's playable. Now let's see if we can get the fielding to correctly rate the good fielders and bad fielders. Swampdragon deserves that. The man has talked me off the ledge more times than I can count;.
