On average an entire minor league pre-1940 will only have 7-10 fielders with primary position ratings over 60 so a league having 0 is not out of bounds. Ratings under 40 are not rare at all.
Fielding ratings increase the closer you get to 2015 as would be expected.

Spritze, I'm going to bow out of this one, as I'm probably the last person to talk to when it comes to ratings. I don't manage or gm and simply watch my leagues progress. Until this version, I've never even paid much attention to ratings, but when I started seeing entire MLB infields rated exactly the same for every team, I knew something wasn't right. Luckily Markus fixed that problem with the last patch. When playing MLB historical there is a healthy spread in terms of fielding ratings(20-80). Teams that field a strong defensive squad across the board, most definitely have a leg up on the competition. Combine great fielding with strong pitching and you have the makings of a powerhouse. But, like I said, guys like Swampdragon can speak on this matter better than I can.
