If you have a strong bullpen that can handle the workload to cover him only going 5-6 innings in each start, I'd say leave him as a starter as long as he continues to pitch well.

In my current league (started in OOTP15), I have a similar starter who has low stamina, but pitches well for 5-6 innings (once in a while he'll get through 7). My bullpen is deep, so it can handle getting extra outs on his days. It also helps that I have the four-time reigning Cy Young winner as my ace and two other above average guys at nos. 2 and 3, so my pen doesn't normally have a lot of work when those three guys pitch.
