Alright, this is a strange case, especially after all my earlier issues with Los Angeles being the only team in the Pacific Coast with players. I just finished the 1921 season earlier this morning. Worked my way through the offseason to preseason. Look at the minor league rosters. All teams have full roster with varying numbers of reserves(some Texas League squads have as many as 26 on their reserve rosters. All Pacific Coast League teams are staffed as well, but have few reserve roster players. All of them except for the Angels. The Angels have 9 total players. All of them pitchers. Of course, the Angels are a Cubs affiliate. The Cubs also have the Wichita Falls team in the Texas League. Wichita has 29 total players.
Thing is, 4 teams in the bigs have 90+ players on their reserve rosters. 3 have 70+. So the players are there to be spread around they just aren't being spread around. I'm guessing the majority of the massive reserve rosters are puss n boots, so it would be cool if some of them found their way on to minor league rosters.
Wish there was a way to limit reserve rosters.......of course, I wish that to occur without the studly sign and release issues that plague reserve roster size limits.
