In the offseason the commissioner summoned the franchise owners to Chicago for two weeks to discuss the future of the league. Among the topics:

- League Expansion: Philadelphia and Constantinople will be joining the league starting in 1942. There will be an expansion draft.

- League Restructure: At 16 teams it becomes practical to split into four divisions, with no wild card teams. The league will reconsider wild cards if the league expands to 20 teams. There was some grumbling about established rivalries, but the commissioner was able to appease teams by relenting on his plan to reform the original Masters Division, and instead moved the Chicago miners to the new Twilight Division. By the end of the conference most cities were pleased with the outcome.





- Coaching ranks: The pool of available coaches for teams is limited, and the league will be providing camps for veteran players who are interested in staying involved in the league after retirement. They will be given a refresher in league practices and rules, and shown how they can use their experience to fill the ranks of pitching, hitting, and bench coaches, and managerial positions. Language lessons and translators will be available as needed.
