Found a newspaper article dated March 20, 1975 which indicated that on Wednesday, the first cuts had been made at Pompano Beach, where the Rangers were training, and Randy Fairbanks was among those cut. So he must have been a non-roster invitee that year. He definitely was not on the spring roster. So he is a plausible candidate.
A man named Randal C. Fairbanks is with the Fairbanks Law Group in Florida. It's the same name as our player, and it is known that our player was from Florida. The photo attached of this Randal C. Fairbanks bears some resemblance to the Topps Vault Texas Ranger (kb205). The nose and the dimple in the chin seem to be the same. The hair is so long in the case of the Topps Vault Ranger that it's hard to compare ears, but it looks like the bottom of the right ears make a reasonable match.
I've searched the Rangers' spring rosters from 1972 through 1983 (all the possible years for the uniform, counting use of the hold-over uniform from 1982), and I've not found any other left-handed pitcher with a surname beginning with F which could solve this mystery.
