From what I can find online, it appears Intel's updated drivers for the G41 Express Chipset don't contain OpenGL (or contain a prehistoric version of it). The game would load but players were changing teams in transactions without having their caps changed, so it seemed something was very wrong.

I did manage to perform some voodoo trick I found on some blog forum that went back to the Windows 7 driver and the game was good for a couple of days, but last night Windows Update automatically updated the driver software. I did a system restore to before the update, and a couple of hours later it happened again. This time the system-restore program would not give me a checkpoint to roll back before the update.

One issue here is that Windows 10 apparently makes it difficult, if not impossible, to reject Windows Update "fixes," even if it's just display driver software. Everything worked fine with the Windows 7 drivers -- OOTP, games by other developers that use DirectX instead of OpenGL, and those necessary evil programs that are not games.

I have reverted to Windows 7 and the game is good, but I'd like to find a better solution.

I did post something about this in the OOTP16 forum but was unable to start a new thread for some reason.
I'm in the same boat. I was running full facegen and 3D in Windows 7 with no issues. I admit my graphics capabilities are ancient, but I figured that if it worked in Windows 7 it would still work in Windows 10. OOTP forces facegen and 3D to be disabled now after the upgrade to Win10.
