He is using the Steam version under Windows to create/export the online league file. I have both the native Windows and native Linux versions of the game, though all I'm doing is receiving the file.

When direct download/import failed within OOTP17 itself, I examined the structure of the file using 7-Zip and compared it with other league files from other leagues.

That's how I discovered the archiving difference. Gz>Tar>Files versus Gz>Tar>UnlabeledTar>Files.

I'll mention the debug trace to him and/or draw his attention to this thread. Thanks.

EDIT: What's odd is that if I myself import his league file manually, which works fine, load that league/game and then do an export of the league file (I'm set as a commissioner too) it exports correctly as just a tar.gz with no extra level. It's only from his end that it messes up.
