The Orioles 1st round draft pick (24th overall) in 1982 from the University of South Carolina. Joe made it to AAA in his 3rd pro season going 7-13 with a 4.99 E.R.A for Rochester in 1984. He pitched for the AAA team again in 1985 going 6-13 with a 4.36 E.R.A. *He was originally in the June 1985 trade for Alan Wiggins but was not in the final trade.He spent most of 1986 in AA ball (still in the Orioles organization) before closing out his career in 1987 pitching in 9 games at the AA level and 19 at the AAA level with a combined 10-9 record and a 5.05 E.R.A
His final career line showed 146 minor league games with 138 starts winning 47 and losing 62 while striking out 504 in 857 innings
