Typical starting times for weekday games in the pre-lights era were 3:00, 3:30, and 4:00. Teams wouldn't start at 1:00 because fans would still be at work. In the summer months, a middle-class professional worker - the kind of person who could afford a 50-cent admission to the ballpark - could expect to end his work day around 3:00, so games wouldn't start before then.
