1974 Topps

I know the subject of this question is not the subject of this forum, but it seems to me that the folks here would have the best chance of knowing the answer as anyone. So please forgive the side-track nature of the inquiry. Replies can be via personal message if you like to keep the forum clean.

Anyway, I am going back over the 1974 Topps set. Can someone provide a discussion on the production of that set, which explains the lingering questions about the Washington variations - Why only on 3 printing sheets? What's up with the Freisleben? How could it have happened if all the cards were printed and distributed at the same time without resulting in scarcities? Did Topps intend to only use those 3 sheets and was Freisleben an errant 'oops'?
