OK, got a fix for it. Take the file I've attached below, unzip it, and copy it into your save folder for this game, overwriting the existing tactics.dat file (it'll also work if you start a new game and copy that game's tactics.dat into the older save.) The problem's caused by a broken tactical setting that we fixed quite a while back, but this game still has the very old tactics file from before that fix.
