has the equation changed over time at all? that is somethign that could account for deviation.
make sure it's been consistent its history.
because it's a predictive tool, it should be adjusted over time. how/who gets voted in changes over time. it's human's perceptions it is trying to predict... not whether they are deserving of the HoF. (intention of the equation is to predict -- not necessariyl the same thing as deserve)
it's an old equation at this point... people don't vote for hof'ers the same as they did decades ago.
