Hey FHM'ers

When setting up tactics for your team, is the best strategy to choose a tactic that gives you the highest pre-game boost?

For example, Firewagon Hockey will give my team a +7 on offense whereas Stay in Your Lanes! will give me a -1. Does this mean that the Firewagon Hockey is an inherently better strategy? Or are there other factors to take into account aside from the base numbers after filling the lines?

Also I can't find this in the manual, but what do the colors signify in the in-game strategy comparisons? Green, red, yellow?
