The colours show the degree of advantage, same approximate colour scheme as the momentum bar - green at the low end, red/orange higher up.
Re: the first question, the tactic that gives your team the higher score is probably the one your players and coach are collectively best suited to, but there are other things to consider, e.g. are the other teams in the league going to be using tactics that are particularly effective at countering it? If you're struggling badly with a particular tactic despite getting decent numbers for it, that may be what's going on.
