The OOTP Database contains no ratings, it contains statistics, player ratings are created upon creation of the player for the draft based on those stats. A player will never be created exactly the same twice. "Way too developed" is a relative term based on how much the player will actually develop. In most cases the potential you see via your scouts is inaccurate to some degree. In the case of CC Sabathia above, I highly suspect he will develop beyond those potentials (Or could possibly decrease). Potentials, like current ratings are not static, they are dynamic and will change.
What you see is also relative to your scout , your scouting accuracy, and a few other variables. There is no way that I know of to change how developed players are when they enter the league, some players simply are created more developed than others. There is a certain randomness to the process that is out of our control!
Also note: A SP with 20/55 control can hardly be considered "Way Too Developed" Here is Sabathia in a league I just created in 97 and ran up to the Rookie Draft with the 20-80 scale and the 1-20 scale. (This is the exact same player with the scale changed) It is all in your perception
