What you see is also relative to your scout , your scouting accuracy, and a few other variables. There is no way that I know of to change how developed players are when they enter the league, some players simply are created more developed than others. There is a certain randomness to the process that is out of our control!
Also note: A SP with 20/55 control can hardly be considered "Way Too Developed" Here is Sabathia in a league I just created in 97 and ran up to the Rookie Draft with the 20-80 scale and the 1-20 scale. (This is the exact same player with the scale changed) It is all in your perception

Thank you for your response. So I understand wha you are saying. However, I have 18 year old pitchers that are already fully developed, which I do not think should be the case, correct? I can get screenshots fro you here soon. Thanks a ton!
