Players leaves for NHL

I play the Swedish Hockey League and I have noticed that many of young players leaves for NHL or North American junior leagues when they are about 2,5 star ability. This is ok but to make it more realistic I would like to see 3 changes in SHL mode.

1. When a player leaves for NHL there should be a compensation from NHL team to the Swedish team ranging from 250.000 - 350.000 dollar per player.

2. There need to be a deadline for when a NHL team can sign a player that are under contract in SHL. Like 1st of august. It is no fun when you build up a team around some core players and they leave a few weeks before preseason.

Both of the two above suggestions are in line with how it is in real hockey.
