You are getting the report from your scouting team. This means that depending on your scouting settings, these values are not 100% accurate. They are somewhat disconnected from the amount of money you have put into development.

What I will also say is that putting money into player development is not something you will notice in one offseason. Your players will not magically jump in rating by bumping that money way up. It takes a consistent level of spending over several years before you notice that those AAA players are closer to their max potential; and even then, player development can be a crapshoot. There are tons of other factors, injuries, personalities, coaching, etc.
