You don't have to hire one but if you do you can set the AGM to take care of minor league promotions/demotions, signing international players, etc. I generally let the AGM take care of international players and signing minor league managers/coaches. Its also nice to get a bit of feedback on trades. The scouting director takes care of players in the draft.
