First off it has financial implications, you must pay them a salary
Second, there are some people wo do not like to micro-manage, you can turn over one/some or all of these Jobs to the Assistant GM on the Manager Options screen
Active Roster moves
Transactions
Imitate/react to trades
Drafting
Setting Budgets
Sign/Fire Team Personnel
Sign/Fire Minor League Personnel
Minor League promotion/demotion/strategy
So in Short, he can do anything you can do if you would like them to, kinda like being your....assistant
I always require GM's to have on in my online league just for the financial decision.
I have no Idea if their ratings have any effect and AI teams do not have them, so unless you are allowing him to actually assist you, it may be best in a single player environment to ignore that all together. But when you become the GM of a team, the original GM becomes your assistant (MGR Gets fired if you are doing that job too), so it may be better to keep him just to prevent other teams from having him
