The numbers don't mean anything by themselves..

Tinker at 353 is #13 of 138 in his draft class.
at 1806 he was #13 in his draft class.

Mullin was #1 and still is.
Joss was #2 and still is.

The changes were made to make sure Ruth is #1 in his draft class (lots of complaints that he was #3) which of course effects everyone else. Since he started as a pitcher all pitchers get a bump.

Damned if you do, damned if you don't.

During the deadball era pitchers have more value than batters
During the steroid era it is the other way round.
