This is what I'm trying this year.

Batter/Pitcher Aging Speed: .750
Batter/Pitcher Development Speed: 1.000
Talent Change Randomness: 125
AI Evaluation Settings: 40/30/20/10
Scouting Accuracy: Low
Trade Settings: Hard/Neutral
