You will need to load a schedule each year. It literally takes under a minute, so I think it is worth the trouble to have different matchups. OOTP does mix up the matchups, but not to the point where you are changing all matchups. I think it is based on standings, so at most it is minimal changes to actual matchups, would not change the matchups in a subleague if they play each other now they will all play each other in any schedule system - all that would change is the dates of the matchups. Custom schedules are needed mainly when you adjust who you matchup with. In your case 1/4 of the interlegue matchups home and away each season. 4 years Everyone plays. OOTP's schedule changes would be a crapshoot on who you play the next season and seasons after that.
I have not played a full season playing fictional, but see why I would want to go custom if I did so. If I play historical (dmb player also - so I mainly play historical) I would use an actual season schedule. This is the reason I am working on the minor leagues schedules. For fictional I want the feel of a real league and rotating schedules seems like that is what a "real" league may do.
