I set the trade frequency to the highest setting (very high) at all times. Last deadline day saw zero deals. MLB default start, apart from the frequency.

I have never seen in OOTP19 a trade where a team who is out of contention trades away a free agent to be, or a contending team picking up anyone to strengthen. AI trades are way way down (on the default, I had two trades in the entire month up to and including the deadline), and they are almost always one or two for one or two players - and of equal current value (ie reliever for hitter, not current players for prospects).

I've also never seen a trade after the non-waiver deadline - irl there are many such as the Verlander one.
