NEVER had to do that in the past, only thing I ever had to change back was skins.
in fact it looks like they moved the folders! in the past these were always under PC>Documents>OOTP Developments>OOTP 19
now its pulling from Steam>steamapps>common>...
this is a complete change from all previous versions with no warning
