Qualifying Offers
Running some test leagues it does not appear that pending free agents will ever accept qualifying offers. Even 24 overall / 24 potential guys making $500,000 and looking for $700,000 to resign will decline $6,400,000 qualifying offers to head off as compensation eligible free agents. I have looked at this using the 2012 CBA Rules in both fictional and historical based leagues.
