Do you mean 80-115 total amongst all the teams or 80-115 per team? If amongst all teams might want to wait another year or two unless you also have a bunch of players in the free agent pool. Before adding the leagues I would suggest lowering the reserve roster on your major league clubs to 15-20 players max. This will force the teams to release the extra players who would then populate your unaffiliated minor league teams.
