One thing I have noticed is that in the past, Roughly 25% of the teams had a "Win Now" mentality, 25% were "Rebuilding", and the rest were normal.
Ive noticed that in 19, hardly anybody is Rebuilding. Even teams 20GB at the trade deadline still think they have a chance.
Maybe this is the issue?
