Something like this:
1) Create an MLB league or historical league, depending on the year you want.
2) There's an option in there somewhere to schedule a fantasy draft. This will dump everybody into the pool. Be sure to have the game generate new schedules for every league once you have it set up.
3) Delete / realign / rename /add leagues and teams until you have the setup you want. You should then be able to proceed to the fantasy draft.
