Using Joey Bart as an example in my most recent league...it is 2021 and he's in AA after spending three years in A- and A. Not all guys develop quickly, or even at all, but this seems to be a trend I've seen.
Anyone else get this? Is there anything to combat this aside from editing each and every Draftee?

Their current ratings are definitely set higher to start. Obviously though, that doesn't mean each of them will develop faster or that they'll develop at all as you mention. But it does give them a boost to begin with, and you'll typically see them start at a higher level of the minors than the HS guys. Where they go from there is up to the dev engine though.
