Outfield arm ratings for OOTP vs. Strat

Hi Guys,
I come from the board game baseball world. Having transitioned last year to OOTP for my historical seasons, the outfielders arm ratings don't make sense to me. Let me explain... for Strat, the range ratings are on a 1-5 basis, with 1 being the best. Arm ratings vary from -6 (Roberto Clemente) to a +2 or +3, think Harmon Killebrew. In OOTP, at least for my 1960s historical sims, it seems the majority of the range ratings are very, very generous for guys that in Strat had average to below average arms. For example, in 1964 Willie Mccovey has a 98 on arm rating...Mets George Altman a 97 and Mets Larry Elliot a 95.I'm not complaining since the final league replay numbers are very good. Just looking to understand more about how OOTP derives the numbers. Thx!
