sounds like your friend did not unlicense OOTP on the other computer. You can license the game twice (and I'd guess your friend had to reinstall at some point, so he used both licenses). If he gets in touch with Viatech and gives them his purchase info, they will clear the existing licenses and he can run the game on the new computer.
